How to Set Up a Google Ads Remarketing Campaign: Audience Setup, Bids and Ad Rules

by | Oct 30, 2026 | Uncategorized | 0 comments

Most accounts lose money on cold traffic and make it back on Google Ads remarketing. The mechanics are simple: people who already visited your site, watched your video or used your app get a second (and third) chance to convert. The part that trips beginners up is not the concept, it is the account setup: which list to build, how long membership should last, whether to adjust bids or let Smart Bidding handle it, and which ads you are actually allowed to show.

This guide is a hands-on setup walkthrough. Every step includes the exact menu path inside the Google Ads interface, the numbers you need to respect (minimum audience sizes, maximum durations) and the policy rules that cause first-time campaigns to be disapproved or simply never serve.

Quick answer: what is Google Ads remarketing?

Google Ads remarketing (also called retargeting) is the practice of showing ads to people who have already interacted with your business. A tag or an analytics integration drops those users into an audience list, and you then target or bid on that list inside a campaign. Remarketing is available across Display, Search (known as RLSA), Shopping, YouTube, Demand Gen and Performance Max.

The difference between remarketing and retargeting? None in practice. Google uses the word remarketing, most of the industry says retargeting. Same thing.

Before you build anything: three prerequisites

  • A working Google tag or GA4 property. Without data collection there is no list to target.
  • Consent management. If you get traffic from the EEA, the UK or Switzerland, Consent Mode must be implemented and passing signals. Without it, your audience lists in those regions stay empty or shrink fast.
  • A site structure you can segment. Distinct URLs for category pages, product pages, pricing, cart and thank-you pages. If everything lives on one URL, you cannot separate intent levels.

Step 0: verify the tag is collecting remarketing data

  1. Go to Tools > Shared library > Audience manager.
  2. Open the Your data sources tab.
  3. Look at the Google Ads tag card. The status should read Active, collecting data or No recent conversions if new.
  4. If it says Tag inactive, click Set up tag, choose remarketing data collection, and install it via Google Tag Manager or directly in your site header.
  5. Also link GA4: Tools > Data manager > Connected products. GA4 audiences are far more flexible than tag-only lists and are worth the five minutes it takes.

Checkpoint: come back 24 to 48 hours later. If the tag shows zero users, nothing else in this guide will work.

Step 1: build your remarketing lists in Audience Manager

Navigate to Tools > Shared library > Audience manager > Segments, then click the blue + button and choose Website visitors.

You will see a builder with these fields:

  • Segment name (be descriptive, you will have dozens later)
  • Segment members: Visitors of a page, Visitors of a page who also visited another page, Visitors of a page during specific dates, and so on
  • Rule: URL, page title, referrer or custom parameter, with contains / equals / starts with / ends with / regex
  • Membership duration in days
  • Pre-fill options: fill the list with users from the past 30 days where available

The five lists every account should have

List name Rule Intent level
All visitors URL contains your domain Low, use as fallback and for exclusions
Engaged visitors GA4 audience: session duration > 60s or 2+ page views Medium
Product or service page viewers URL contains /product/ or /services/ Medium to high
Cart or form abandoners Visited /cart/ AND did not visit /thank-you/ High
Converters URL contains /thank-you/ or /order-confirmation/ Exclude, or use for upsell

To build the abandoner list, choose Visitors of a page who did not visit another page in the Segment members dropdown. This is the single highest value list in most accounts and the one beginners most often forget to create.

Other list types worth adding

  • Customer Match: upload a hashed list of emails or phone numbers (Audience manager > Segments > + > Customer list). Great for winback and cross-sell.
  • YouTube viewers: link your channel under Tools > Data manager then create a segment based on video views, channel subscriptions or ad interactions.
  • App users: available if you have Firebase or a measurement partner connected.
  • Combined segments: layer lists together, for example product viewers who are also in your Customer Match list.

Step 2: set membership duration by intent level

Membership duration is how long a user stays on the list after the triggering action. The maximum for website and app lists is 540 days. Customer Match lists do not expire the same way, they persist until you remove the record.

The rule of thumb: the higher the intent and the shorter the buying cycle, the shorter the duration. Long durations on hot lists waste impressions on people who already bought somewhere else.

List Suggested duration Why
Cart or form abandoners 3 to 14 days Decision window is short, urgency messaging still relevant
Product page viewers (ecommerce) 30 days Matches typical consideration cycle
Service or pricing page viewers (B2B) 90 to 180 days Longer sales cycles, committee decisions
Blog or top of funnel readers 30 to 60 days Weak signal, keep it cheap and short
All visitors 180 days Volume list for reach and for exclusions
Converters (repeat purchase products) Match the replenishment cycle Show the refill ad at the right moment, not before
Converters (one-off purchase) 540 days, used as exclusion Stop paying to reach existing customers

Pro tip: create the same list at two durations (for example 7 days and 30 days) and use the short one with an aggressive offer, the long one with a softer brand message. Exclude the 7 day list from the 30 day campaign so they never overlap.

Step 3: respect the minimum list sizes (this is where most first attempts fail)

Your campaign can be perfectly built and still show Eligible (limited) or spend nothing at all because your audience has not reached the minimum active user count. These thresholds apply per network:

Where you target Minimum active users
Display Network 100 (active within the last 30 days)
Search Network (RLSA) and Shopping 1,000
YouTube / video campaigns 1,000
Demand Gen and Gmail placements 1,000
Customer Match (upload) Upload at least 1,000 records, expect a match rate well below 100%

In Audience Manager, each segment shows its size per network in separate columns. Read the column that matches your campaign type, not the total. A list with 4,000 total members can still be under 1,000 on Search.

What to do when your lists are too small

  • Start with Display remarketing, which has the lowest threshold at 100 users.
  • Combine several narrow lists into one Combined segment to cross the threshold.
  • Extend membership duration temporarily to accumulate members.
  • Use the Observation setting on Search campaigns so the campaign still runs while data builds.
  • Enable pre-fill when creating the list so you inherit up to 30 days of historical users.

Step 4: know the policy limits on personalized advertising

Google restricts what you can target and what you can say. Ignore this and you get disapprovals or a suspended account. There’s a good explainer over at shopify.com.

Sensitive categories you cannot build lists around

You may not create or target audiences based on inferred sensitive attributes, including:

  • Health: medical conditions, treatments, procedures, medications, disabilities, mental health
  • Negative financial status: debt, bankruptcy, credit repair, subprime loans
  • Personal hardship: bereavement, abuse, addiction, crime victimhood
  • Identity and belief: race, ethnicity, religion, political affiliation, trade union status, sexual orientation, gender identity
  • Sexual interests and adult content
  • Children: no personalized ads targeting users under 13, and additional limits for minors

This applies to the page as well as the list. If your remarketing tag fires on /treatments/diabetes-care/, that page cannot power a personalized remarketing list. The workaround for regulated sectors is to tag a broader, non-sensitive page such as the homepage or a general category page, and to keep messaging generic.

Ad copy rules for remarketing

  • Do not imply personal knowledge of the user. “We noticed you looked at our back braces” is a violation. “Shop back support, free returns” is fine.
  • Never pass personally identifiable information into URL parameters or tag variables. No emails, no names, no phone numbers in the query string.
  • Your privacy policy must disclose the use of remarketing and third party cookies or identifiers, and provide an opt out route. This is a hard requirement of the personalized advertising policy.
  • Dynamic remarketing feeds must not contain sensitive product categories tied to individual users.

Step 5: choose the campaign type

Type Best for Setup note
Display remarketing Cheap reach, brand recall, cart recovery Set audience as Targeting, not Observation
Dynamic remarketing Ecommerce, travel, real estate, jobs Requires a feed in Merchant Center or Business data, plus dynamic tag parameters
Search (RLSA) Bidding more for past visitors on high value queries Needs 1,000 users, works with broader keywords you would not run cold
Video remarketing Considered purchases, demos, storytelling Link your YouTube channel first
Demand Gen Visual social-style retargeting on YouTube, Discover, Gmail Feed your lists in as audience signals, use Lookalikes for prospecting
Performance Max Full funnel automation Lists act only as signals, not strict targeting. Do not rely on it for pure remarketing control

Creating a Display remarketing campaign, click by click

  1. Campaigns > + > Create campaign
  2. Objective: Sales or Leads (avoid Awareness unless you truly want impressions)
  3. Campaign type: Display
  4. Set budget. Start small, 10 to 20 percent of your prospecting budget is a healthy starting point.
  5. Bidding: Conversions, then choose Maximize conversions or Target CPA once you have data
  6. Locations and languages: mirror your main campaigns
  7. In the ad group, open Audience segments > Browse > How they have interacted with your business and tick your remarketing list
  8. Set Targeting (not Observation) so the ad group only reaches that list
  9. Under Additional settings, set a frequency cap, for example 5 impressions per user per day
  10. Exclude your Converters list at campaign level under Audiences > Exclusions
  11. Turn off or restrict placement expansion, and add an exclusion list for apps and Made for Advertising sites

Step 6: bids and bid adjustments

This is where the documentation is vague, so here are the practical rules.

When bid adjustments actually apply

  • Audience bid adjustments work with Manual CPC and Maximize clicks style bidding.
  • With Target CPA, Target ROAS, Maximize conversions or Maximize conversion value, audience bid adjustments are ignored. Smart Bidding already values the user in real time. Setting a plus 200 percent adjustment there does nothing.
  • Exclusions always apply, regardless of bidding strategy. Exclusions are your real control lever under automation.

Suggested adjustments for manual bidding on Search (RLSA)

Audience Starting adjustment
Cart or form abandoners, last 7 days +50% to +150%
Product or pricing page viewers, 30 days +20% to +50%
Engaged visitors, 30 days +10% to +20%
All visitors, 180 days 0% to +10%
Blog readers only -20% to 0%
Converters, one-off purchase Exclude

Set adjustments at ad group level when the audience behaves differently per theme, and at campaign level when you want one global rule. Revisit after 30 days using Audiences reporting, and move toward Smart Bidding once the campaign records at least 15 to 30 conversions per month.

Two important bidding habits

  • Target CPA for remarketing should be lower than prospecting, because these users are cheaper to convert. If your cold Target CPA is 60, start remarketing around 30 to 40 and tighten from there.
  • Use Observation on your main Search campaigns before committing to adjustments. Two weeks of data will show you exactly how much better returning visitors convert.

Step 7: write ads for returning visitors, not cold traffic

Reusing your prospecting creative is the most common reason remarketing underperforms. The user already knows who you are. Repeating your value proposition wastes the impression. Your job now is to remove the specific objection that stopped them.

Cold traffic ad Remarketing ad Objection handled
Premium running shoes for every runner Free 60 day returns, keep them or send them back Risk
Accounting software for small business Import last year in 10 minutes, see a live demo Switching effort
Book your consultation today 1,200 clients rated us 4.9 out of 5 Trust
Shop the new collection Your size is back in stock, ships tomorrow Availability and urgency

Practical ad rules by list

  • Abandoners: one clear incentive (free shipping, a discount, a payment plan) plus a deadline. Send them back to the exact page or the cart, never the homepage.
  • Product viewers: dynamic remarketing with the viewed item, plus a related item block. Highlight price, rating and delivery.
  • Engaged readers: mid funnel asset such as a guide, calculator, checklist or webinar. Asking for the sale too early wastes the list.
  • Existing customers: cross-sell, refill, loyalty or referral. Never show acquisition discounts to people who already paid full price.

Creative hygiene checklist

  1. Upload all responsive display ad asset ratios: 1.91:1, 1:1 and the 4:5 portrait variant, plus logo in square and landscape.
  2. Write at least 5 headlines and 5 descriptions per responsive ad so the system has room to optimize.
  3. Refresh creative every 4 to 6 weeks on short duration lists. Banner fatigue is real and shows up as declining CTR with stable impressions.
  4. Match the landing page to the ad promise. If the ad says free shipping, that message must be visible above the fold.
  5. Keep one control ad running so you have a benchmark when you test.

Step 8: exclusions, caps and the clean-up work

  • Exclude converters from every acquisition-focused remarketing campaign.
  • Exclude your short duration list from your long duration campaign so users see one message at a time.
  • Frequency cap Display at roughly 3 to 7 impressions per user per day. Uncapped remarketing is the fastest way to annoy your audience and burn budget on the same 200 people.
  • Placement exclusions: review Where ads showed weekly for the first month and exclude mobile app categories and low quality sites.
  • Cross-campaign conflicts: if Performance Max and a Display remarketing campaign chase the same users, expect Display to be starved. Check the auction overlap in reporting and decide which one owns the audience.

Measuring remarketing honestly

Remarketing reports flatter themselves because these users were already likely to come back. Two ways to keep yourself honest:

  • Run a geo holdout or campaign experiment: pause remarketing in one region for four weeks and compare total conversions, not just campaign-level conversions.
  • Watch view-through conversions separately from click conversions. Do not add them to your ROAS calculation as if they were the same thing.
  • Compare new customer rate before and after launch. If remarketing spend rises and new customers stay flat, you are paying to close sales you already had.

Common first-attempt mistakes

  1. Targeting the “All visitors” list only, at 540 days, with one generic banner set.
  2. Building a Search remarketing campaign with a 300 user list and wondering why it does not serve.
  3. Leaving audiences on Observation in a dedicated remarketing campaign, which lets the ads reach everyone.
  4. Setting bid adjustments under Target CPA and expecting them to work.
  5. Forgetting to exclude converters, then celebrating a fantastic ROAS built on repeat brand searchers.
  6. Running health, finance or dating related lists and getting hit by the personalized advertising policy.
  7. No consent signals, which quietly shrinks European audiences to nothing.
  8. No frequency cap, so 1 percent of the list sees 40 impressions a day.

A 30 day launch plan

Days Action
1 to 3 Verify tag and consent, link GA4, create the five core lists with pre-fill
4 to 7 Check list sizes per network, launch Display remarketing with abandoners and product viewers, add audiences as Observation to Search
8 to 14 Clean placements, set frequency cap, confirm exclusions, fix any disapprovals
15 to 21 Split abandoners into 7 day and 30 day campaigns with different offers, launch dynamic remarketing if you have a feed
22 to 30 Apply RLSA bid adjustments from observed data, move Display to Target CPA if conversion volume allows, plan creative refresh

FAQ

What is remarketing in Google Ads?

It is the ability to show ads to people who have already visited your website, used your app, watched your videos or appear on a customer list you uploaded. Those users are grouped into audience segments, and you target or bid on those segments inside Display, Search, Shopping, YouTube, Demand Gen or Performance Max campaigns.

Is remarketing the same as retargeting?

Yes. Google calls it remarketing, the wider industry usually says retargeting. Both describe advertising to people who already interacted with your brand.

How do I set up Google Ads remarketing?

Install the Google tag with remarketing data collection enabled, link GA4, build segments in Tools > Shared library > Audience manager, wait until each list passes the minimum size for your chosen network, then create a campaign and add the segment in Targeting mode. Finish with exclusions, a frequency cap and creative written specifically for returning visitors. How to Set up Google Ads Remarketing tackles the same question from another angle.

How long does it take for a remarketing list to be usable?

With pre-fill enabled you may reach the 100 user Display minimum immediately. Reaching the 1,000 user Search minimum depends entirely on your traffic. A site with 2,000 monthly sessions and a 30 day duration will usually get there within two to four weeks.

Can I use remarketing on Search campaigns?

Yes, that is RLSA. You need at least 1,000 active users. It works best two ways: raising bids on core keywords for past visitors, and opening up broader or more expensive keywords only for people who already know you.

Do bid adjustments still matter with Smart Bidding?

No. Target CPA, Target ROAS, Maximize conversions and Maximize conversion value ignore audience bid adjustments. Use audience exclusions, separate campaigns and different CPA targets to keep control.

Why is my remarketing campaign not spending?

Usual suspects in order: list below the network minimum, audience set to Observation instead of Targeting, tag not collecting, consent signals missing, bids or Target CPA far too low, or ads disapproved under the personalized advertising policy.

Can I remarket in a regulated industry like healthcare or finance?

Partly. You cannot build or target lists based on sensitive attributes such as medical conditions or financial hardship, and your ad copy cannot imply knowledge of those attributes. Many regulated advertisers still run remarketing on broad, non-sensitive pages with generic brand messaging. Check the personalized advertising policy for your specific case before you build lists.
